Frankly, many crimes because some form of "hatred, committed, whether or not the hatred of another course, another person who has humiliated you or one of" the usual hate crime - the sex, sexual orientation, race, etc.

In most cases, are never a wedgie "crime", but it must be under the usual rules of bullying at school that they can only be punished.
